Space Industry Supply Chain and Emerging Star Plan of Communication Industry

Introduction


According to the enactment of the "Space Development Act" to enhance the competitiveness of Taiwan's space-related industries, the Industrial Development Administration of the Ministry of Economic Affairs has launched the "The Plan for Space Industry Supply Chain Development and Communications Industry Talent Empowerment " (hereinafter referred to as the Plan). The Plan mainly focuses on "promoting talent involvement in network communication industry R&D," "developing the satellite ground equipment supply chain," "facilitating cross-domain satellite application demonstrations and international industry cooperation," and "analyzing strategies for space industry development." It aims to accelerate the preparation of Taiwan's satellite industry equipment and application services supply chain, enhance the capabilities needed for industrial development, and promote the growth of the space industry supply chain.

Currently, Taiwan’s satellite ground equipment manufacturing primarily focuses on component supply, with relatively insufficient system integration capabilities. In the future, efforts should continue to promote domestic companies to build expertise and integration capabilities in key technologies, products, and applications related to satellite communications. By utilizing government subsidies, the introduction of domestic and international academic and research technologies can be encouraged. This will motivate companies to invest in system integration capabilities and the development of key technologies for satellite ground terminal equipment. Furthermore, developing and spreading mass production and testing technologies for manufacturing industries will help expand Taiwan’s involvement in the international satellite supply chain with relevant components and equipment.

Regarding the global satellite application development opportunities, a cross-domain satellite application demonstration field could be planned and established, attracting international resources and fostering innovative service collaborations. Domestic enterprises (such as those in system integration, applications, terminals, and testing platforms) can be invited to participate in system, equipment, and service trials, accumulating experience and enhancing Taiwan’s satellite service solutions and scale, while also striving to create international export opportunities. To meet the needs of space industry development, guidance can be provided to academic and research institutions to engage in practical R&D, introducing international resources. Through activities such as practical work training, thematic workshops, technical seminars, and thematic competitions, talents equipped with the ability to connect with global standards can be cultivated. This will help enhance the core R&D capabilities required for industry growth.
